PART 5311 — DESCRIBING AGENCY NEEDS

5311.002 Policy.
Using early inputs from industry, acquisition teams, which include the warrior, shall establish realistic cost, schedule and performance requirements for each acquisition and shall prioritize these requirements in order to facilitate the effective management of the acquisition.


SUBPART 5311.1 — SELECTING AND DEVELOPING REQUIREMENT DOCUMENTS

5311.103 Market Acceptance.
(a) The contracting officer is authorized to establish market acceptance criteria in a solicitation.



SUBPART 5311.4 — DELIVERY OR PERFORMANCE SCHEDULES

5311.401 General.
Delivery or performance schedules are an essential aspect of warriors’ need statements. Acquisition teams should consider incremental delivery of capability to the warrior, especially for acquisitions with delivery schedules greater than 18 months.


SUBPART 5311.6 — PRIORITIES AND ALLOCATIONS

5311.603 Procedures.
Air Force procedures associated with the Defense Priorities and Allocations System (DPAS) are established in AFI 63-602, Defense Production Act Title I – Defense Priorities and Allocations System.
